The Akuma bike is an extremely cheap bike with good speed rivaling that of the best super cars in the game (when upgraded and/or doing wheelies) and still has good handling that beats far more expensive bikes, and it only costs a mere $9,000. The only thing that's required is a fast vehicle to make the entire mission go faster.
Sightseer just has you playing a hacker mini game and just going to pick up packages that are around the map until you find 3 packages. The targets will always appear in a location near you, though they can roam around. You have to hunt down four specific targets and kill them while avoiding the police as killing your first target gets you a two-star wanted level. The two best missions to do are generally Sightseer and Headhunter, though Head Hunter may be more difficult without an armored car to protect you as you'll be shot at a lot. VIP missions can be done in free roam, even in private/invite only sessions.
VIP missions pay between $20,000 to $25,000 usually except a couple (the range you get paid depends on how long you take doing the mission, at +$500 a minute up to the 25K cap).
